City halls are vital to the overriding functionality of a place and impact our lives every day, &#13;
yet they often have no physical connection with the general public, standing as urban &#13;
ornaments that can appear more like abstract symbols than vibrant civic hubs. They must work &#13;
as practical vessels that facilitate complex municipal tasks each day, but cannot avoid their &#13;
secondary function: to stand as advertisements for the cities they are situated in and form a &#13;
telling metaphor for the city council’s relationship with their civilian population. The issue &#13;
can be achieved by designing buildings and external spaces that more closely integrate &#13;
administrative buildings with the public realm. At present the Dhaka North City Corporation &#13;
is functioning in a multistoried building situated in Gulshan-2 circle. The office currently &#13;
owns only 25% of the building and the rest is rented-out commercial space which does not &#13;
belong to DNCC authority. Such a limited space is not sufficient for a city corporation head &#13;
office to function. . The project is to design a fully functional headquarter building for Dhaka &#13;
North City Corporation, providing maximum facilities for the municipal authority to function, &#13;
as well as for the citizens to visit and enjoy having a space for their own: their Nagar Bhaban. &#13;
To carry out this research, the researcher had to study the relevant literatures such as: History &#13;
of City halls, Birth of Democracy, Concept of City halls, Role of City Halls in the life of &#13;
citizens, local and international case studies, standard studies from BNBC etc.

The ideas of crime and discipline have continuously been a portion of culture in Bangladesh &#13;
all through its records. In this country the acts acknowledged as ‘crime’ and the &#13;
punishments enforced upon convict for their wrongdoing have been very brutal, harsh and &#13;
inhumane in every way through out its time. But at present-day an attempted to utilize &#13;
discipline for directing positive ‘norms’ as an alternative than frightening has been started. &#13;
The prison system is to build into a rehabilitation system which will enable an individual &#13;
to be civilized and contributing towards the society while re-entering. A convicted person &#13;
can be turned into positively motivated and disciplined individual through Architectural &#13;
reconsideration in space, spatial impact and organized arrangement. With changing time, &#13;
the attitude for the correction facilities of these people has to be changed to have a better &#13;
and civilized society.

In this thesis, the study of the problems the visually impaired people face in various &#13;
environments and the architectural solutions to minimize them are described. Architectural &#13;
practice has long been dominated by the sight. While architects consider universal access &#13;
in most cases, consideration of the experience of a disabled person inside the building is &#13;
yet to be practiced in mainstream architectural practice. There has not been much &#13;
recognition of the growing understanding of the multisensory nature of the human mind &#13;
that has emerged from the field of cognitive neuroscience research. Persons with disabilities &#13;
are more likely to experience economic and social disadvantages than those without &#13;
disabilities. Regarding this issue, there are no fully equipped disabled centers in &#13;
Bangladesh. The design process considers the suitability of the site, and necessary functions &#13;
and the main aim of the project is to make people conscious of universal accessibility and &#13;
make blind children a part of our social and cultural activity which will, in turn, make these &#13;
children more strong, honest and self-confident. The visually impaired children need &#13;
education and proper guidance to live independently. Thus, the importance of this project &#13;
cannot be neglected as it will uplift a part of the society which has been held back because &#13;
of the lack of proper training. Architecture has the power to create a specific space for them &#13;
and change their lives. This center will aim to better the lives of these visually impaired&#13;
children who are greatly neglected.

Due to rapid industrialization, urbanization and change in the social attitude, the number &#13;
of juvenile delinquency have increased to a great extent. The aim of Juvenile Detention &#13;
Center is to rehabilitate and protected young offenders from adult offender’s influence. &#13;
The main goal of this space is to treat young offenders to a point where they are less &#13;
tempted to repeat their delinquent behavior and they become productive members of &#13;
society. To achieve this, a number of smaller goals listed. The juveniles organize in &#13;
smaller groups and the designed space organize according to the cycle of time that they &#13;
have to spend in this complex. The space also must have the quality to influence and &#13;
motivated them to rethink about their life and give them a hope and light to see the right &#13;
track of life. This thesis interrogates Juvenile Correctional and Rehabilitation facilities as &#13;
an architectural typology, and explores their design philosophy and its effects. It &#13;
investigates the architectural and spatial ualities that can facilitate the rehabilitation of &#13;
young offenders.
